What are Bellevue homes like, plumbing-wise?
Much of Bellevue was built in the decades after 1950, and its housing shows it. Census Bureau survey data for 2020 to 2024 put the median year built for Bellevue homes at 1982. About 45 percent of homes were built between 1950 and 1979, while about 15 percent were built in 2010 or later (ACS table B25034 via Census Reporter). A 1960s rambler and a new downtown condo have very different supply pipes, drain materials and water heater setups, so ask any plumber what materials they expect to find in a home of your age before they quote.
Which plumbing jobs need a permit in Bellevue?
Bellevue issues its own plumbing permits. The city's plumbing permits page gives these examples:
| Work | Permit? | Notes |
|---|---|---|
| Replacing an electric water heater | Yes, plumbing permit | A gas water heater replacement needs a mechanical permit instead |
| Water service from the meter to the house | Yes | Includes an irrigation backflow preventer |
| Altering piping inside a wall, ceiling or floor | Yes | Includes removing and replacing a shower or tub |
| Installing or moving a hose bib | Yes | Also new plumbing where none existed |
| Replacing a sink, toilet or faucet with a similar one in the same spot | No | If not concealed in a wall and done in a code-compliant way |
| Shower heads, gutters, downspouts | No | Repair or replacement |
Applications go through MyBuildingPermit.com. Simple residential permits that do not need plan review still need inspections. For water heater choices and costs, see our water heater guide.
Who is responsible for the sewer pipe?
Bellevue Utilities says on its wastewater page that its Wastewater Division maintains and repairs the main sewer lines, including the service connections within the city's right of way and dedicated easements. The pipe on your lot is yours. The city's advice is to call a private service if you have slow drainage or suspect a blockage, because the problem is likely in your side sewer. The city does not locate pipes on private property, but its utilities staff will share whatever records it has about where your line runs.
If sewage comes up inside your home when you are not using any water, the city asks you to call its Wastewater Operation and Maintenance Division right away. Maintenance crews are reachable around the clock at 425-452-7840, or through 911 after business hours, according to the same page. The system is large: more than 37,000 customers and 520 miles of mainline pipe, which also serves Beaux Arts.
What does a side sewer repair involve in Bellevue?
A side sewer permit is required to make a new connection to the sewer system or to change an existing sanitary side sewer. It is applied for online through MyBuildingPermit, with a site plan and other documents listed on the city page. The Utilities Department's side sewer permit conditions set the rules for the work itself. They include separate guidance on relining and pipe bursting, say city as-builts and side sewer drawings are based on the best available information and should be field verified, require a call to 811 before digging, and state that no backfilling may be done until the utilities inspector has inspected, tested and approved the work. Owners accept responsibility for the work done by them or their contractor under the permit.
That last point matters when you compare bids. Ask each contractor whether the price includes the permit, the inspection visit and restoring the yard or driveway. Our side sewer repair options guide explains the difference between spot repair, lining and bursting, and our sewer line repair page covers costs.
How do you check a plumber working in Bellevue?
Washington licenses plumbing at the state level. King County's guidance on hiring plumbing contractors says anyone you pay to do plumbing must be a certified journey level plumber and must be a registered contractor or work for one, and that contractors must post a bond and carry general liability insurance. You can confirm all of this in the L&I Verify tool by searching the company name or license number. Check that the contractor license is active, that the plumber's certificate is current, and whether there are open infractions or lawsuits.
The same King County guidance notes that an owner may do their own plumbing work and may get unpaid help from a friend, neighbor or relative. Bellevue still expects permits and inspections for that work. Our hiring guide walks through the full checklist and the warning signs.
How can this site help?
This site is an independent homeowner guide. We are not a contractor, hold no license and do not perform plumbing work. To reach a plumber, call one of the licensed contractors listed on this page or see all listed contractors. If you prefer, email us your Bellevue ZIP code, what is happening and a few photos. We reply by email with practical next steps. Please run the license checks above on anyone you hire, including the contractors listed on this page.
Questions
Frequently asked questions
Do I need a permit to replace a water heater in Bellevue?
Yes. Bellevue's plumbing permits page lists replacing an electric water heater as work that needs a plumbing permit, and says replacing a gas water heater requires a mechanical permit. Permits are applied for online through MyBuildingPermit.com, and the work still has to pass inspection even when no plan review is needed.
Who fixes a sewer backup in Bellevue?
It depends on where the blockage is. Bellevue's Wastewater Division maintains the main lines and the service connections inside the city right of way and dedicated easements. If drains are slow or you suspect a blockage, the city says to call a private service because the problem is likely in your side sewer. Sewage rising while no water is in use is a reason to call the city line at 425-452-7840.
Can I do my own plumbing in Bellevue?
Yes. King County's guidance on hiring plumbing contractors says an owner may perform their own plumbing work and may enlist a friend, neighbor, relative or other acquaintance to help, as long as they are not paid. You still need the same Bellevue permits and inspections a contractor would need, such as a plumbing permit for an electric water heater.
